Bob Shepherd was approached by a Training Compamy to write and deliver a course in Cost Benefit Analysis for a Welsh Government department. Our approach was to concentrate on the interpretation of data gathered to ensure realistic projects would result. Simple reliance on figures has been proved time and again to allow unfeasible or ethically unacceptable projects to proceed with disastrous outcomes.
Once a method for evaluating similar projects has been decided it is essential that a wider context is taken which included reputational risk and moral/ethical standards.
